HCI 550 Module 1 Healthcare Policy Issue Paper Example

Reviewed by Emmett Rockwell, MBA Arizona State University Updated October 2026

This HCI 550 Module 1 sample is the Healthcare Policy Issue Paper in Health Care Policy and Innovation, a course in ASU's Master of Healthcare Innovation. Worth 10 points, the one-page ASU HCI 550 paper introduces the policy issue each student will develop into the narrated presentation that ends the course. It must state the issue, name the stakeholders, describe the current status of the policy and recommend reform. The composite student leads shifts on a Phoenix medical-surgical floor and picks hospital nurse staffing as the topic. In one page, the paper defines the problem, summarizes the evidence linking patient-to-nurse ratios to mortality, notes the absence of an Arizona staffing standard and recommends staffing committees with public reporting.

Safe Staffing for Arizona Hospitals: A Policy Issue Statement

Statement of the Issue

On many Arizona medical-surgical units, a nurse may care for six or more patients on a busy shift. Research links heavier workloads to worse outcomes: a study of 168 Pennsylvania hospitals found that each extra patient on a nurse's assignment came with about 7% higher odds of 30-day death after surgery and 23% higher odds of burnout among the nurses (Aiken et al., 2002).

Stakeholders

Hospital nurses and their professional association; hospital leaders and the state hospital association; patients and families; physicians; the Arizona Legislature and the Department of Health Services, which licenses hospitals; and insurers, who bear the costs of complications.

Current Status

California is the only state with long-standing, comprehensive minimum nurse-to-patient ratios for hospitals. Nurses there cared for fewer patients than nurses in states without ratios, and lower workloads were associated with lower mortality (Aiken et al., 2010). Arizona has no mandated ratio, and staffing decisions rest with each hospital.

Recommendations for Reform

Rather than fixed ratios, I recommend that Arizona require every hospital to seat a staffing committee in which bedside nurses hold at least half the seats, adopt a unit-by-unit staffing plan based on patient acuity and publicly report actual staffing and outcomes each quarter. This approach is more flexible for rural hospitals than California's ratios and builds in accountability. Pairing a visible problem with a ready, workable solution also improves the odds that legislators take it up (Kingdon, 2011).

HCI 550 Module 1 instructions, in plain terms

The Healthcare Policy Issue Paper in HCI 550 Module 1 is worth 10 points and is short by design: one double-spaced page, in 10- to 12-point Times New Roman, with a cover page and reference page in APA 7. You first submit a policy topic related to your practice, organization or area of interest for faculty approval; the topic then carries through the course and becomes the subject of your final narrated presentation. The page must include a statement of the issue, the stakeholders involved, the current status of the policy and your recommendations for reform. Choose a topic narrow enough to fit on one page and important enough to sustain a full presentation later.

How this HCI 550 Module 1 example is built

The sample uses four short headings that match the required elements. The issue statement pairs a familiar workplace problem with one strong study and its key figures. The stakeholder list is broad, including regulators and insurers. The current status section contrasts California's mandate with Arizona's lack of one, using a study that compared states, and the recommendation proposes a specific, flexible reform that answers an obvious objection from rural hospitals. Two studies carry the argument, one for the problem and one for the current state of policy, which is enough evidence for a single page without crowding the recommendations. Headings mirror the four required elements, so the instructor can confirm each one at a glance.

Reading the HCI 550 Module 1 grading rubric

The paper is worth 10 points, but it sets up the course's largest assignment. Readers check that all four elements are present, that the issue is specific and related to the student's practice, that the current status is accurate and sourced and that recommendations are concrete. Marks drop when the paper runs past one page, omits stakeholders or current status, offers vague recommendations such as "more funding," lacks a cover or reference page or picks a topic too broad to analyze. Instructors also look for a topic that can grow into the full presentation, so a clear stakeholder list and a feasible recommendation now make Module 7 easier.

HCI 550 Module 1 help from the desk

Pick an issue you see at work, since you will be living with it for seven weeks. Find one strong study for the problem and one source for the current status. Write each section in three or four sentences. Make your recommendation something a legislature or organization could actually adopt. Check APA formatting of the cover and reference pages. If your topic is too broad, the desk can help narrow it before you submit it for approval. Save notes on stakeholders and history as you research; the final presentation will need them. Ask a coworker whether your issue statement matches what they see. Keep it to one page.

Write yours, or have the desk draft it
